Lawyer. Master of Laws (LLM) at University of Michigan Law School, United States. Graduated from the Law School of Pontificia Universidad Catolica del Peru.

Practice areas: competition law and policy, regulation of network industries (energy, telecommunications, and public transportation infrastructure), concessions and administrative law. Has held positions at multilateral organizations working in implementing pro-competitive reforms and enhancing antitrust frameworks in more than 12 countries (World Bank Group) and at the telecommunications regulatory agency in Peru (OSIPTEL).
